It is neutral during the war, and it's Water Tribe District is now filled with refugee Water Benders. The Fire Nation kidnaps the children in order to train them for thier own armies, and the adults are targeted by Mercinaries and Bounty Hunters.

| Home to Earth Benders. After the destruction of the Water Tribe the Earth King sided with the Fire Nation and now support them in the war. Ba Sing Se however have fallen victim to a Civil War. The Lower, Middle, and Refugee Sector have been taken over by Mercinaries and Bounty Hunters who run the place and fight with each other in the streets, killing many civilians.
